United States Victims of State Sponsored Terrorism Fund Clarification Act enacted.
February 19, 2020

Deadline under the Clarification Act for the following U.S. persons to submit applications for third-round payments:

  • Eligible claimants with a final judgment entered after September 13, 2019. Applications from these claimants must have been submitted no later than 90 days after the date of obtaining the final judgment or by February 19, 2020, whichever came first, in order to be considered for the third-round distribution.
  • 9/11 victims, 9/11 spouses, or 9/11 dependents with final judgments entered before November 21, 2019, who did not previously submit an application to the USVSST Fund.
  • Hostages taken from the United States embassy in Tehran, Iran, during the period beginning November 4, 1979, and ending January 20, 1981, who did not have an eligible claim before November 21, 2019.
May 19, 2020
The statutory deadline under the Clarification Act for the Special Master to authorize third-round payments, which replaced the prior third-round deadline.
August 2020
The Special Master notified claimants authorized to receive third-round payments of their award payment amounts.
October 22, 2020

August 1, 2022
The last day for new claimants to file applications for consideration for the Special Master’s authorization of fourth-round payments by January 1, 2023. Complete Application Forms must be postmarked (if by U.S. mail) or received (if submitted online or by facsimile or email) by August 1, 2022.
January 1, 2023
The statutory deadline for the Special Master to authorize fourth-round payments.
January 1, 2024 (and subsequent years)
If funds are available, the Special Master authorizes additional rounds of payments.
January 2, 2039
The USVSST Fund sunsets.

Application Deadline: The USVSST Fund continues to accept applications to be considered for future payment rounds, the timing of which will depend on the availability of funds. In general, claimants must submit applications not later than 90 days after the date of obtaining the final judgment.

Applications must include all required documentation, including the final judgment. Applicants must submit any requests for a waiver of a documentation requirement or an extension of time in which to submit a particular document to the Special Master in writing at least 20 business days prior to the application deadline. The requirement to submit a final judgment by the application deadline cannot be waived.
